Abstract: The present invention provides a system and method for coating roadway and driving surfaces which provides better resistance to cracking as well as better surface properties for a smoother riding surface which provides better traction for the wheels or wheeled vehicles traveling across such surface. The surface coating system comprises two separate layers at least the bottom of which includes glass or polymer fibers bonded between two bituminous binder layers with an aggregate dispersed upon the top binder layer. The second or separate layer which is applied atop the first layer is one comprising a polymer modified bituminous composition to which is added a filler and a finely crushed aggregate. The second and top layer is preferably put down upon the first layer immediately following the lay down of such first layer.
