Abstract: A system and method for inputting, analyzing, and disseminating information necessary for identified decision-makers to respond to emergency situations. This system and method provides consistency and integration among multiple groups, and may be used for both initial consequence-based decisions and follow-on consequence-based decisions. The system and method in a preferred embodiment also provides tools for accessing and manipulating information that are appropriate for each decision-maker, in order to achieve more reasoned and timely consequence-based decisions. The invention includes processes for designing and implementing a system or method for responding to emergency situations.

Abstract: A system and method for designing and implementing a meteorological network to provide input data to atmospheric dispersion models for predicting the potential impact of hazardous material release into an environment. This method and system may be used for both initial design and for continuous improvement to the network, and may combine heuristic and statistical based data sets to achieve improved atmospheric dispersion modeling results. A method for improving an existing or partial meteorological network is also disclosed.
