A second clamping member is carried by the base proximate the second end of the base, and movable between a clamped position and an unclamped position, wherein the second clamping member is in series with the first clamping member and angled with respect thereto. A diverter member is carried by the base intermediate the first clamping member and the second clamping member. A strap is provided having an end coupled to the first end of the base and a free end.
