    Abstract: A method of a transient handover for performing packet offloading is disclosed. The method is used in a cellular network and includes: finding at least one qualified user equipment according to a determining method, and transmitting a handover-transient request to the qualified UE; finding and transmitting an access request to a wireless local area network after the UE receives the handover-transient request; transmitting a handover-transient ACK to a mobility management entity when the qualified user equipment accesses the wireless local area network; and releasing a bearer resource of the qualified user equipment when the MME receives the handover-transient ACK, retaining bearer information of the qualified user equipment, and handing over the qualified user equipment from the cellular network to the wireless local area network.

    Abstract: In high-speed mobile environments, the channel is time-varying within an OFDM symbol. This time-varying characteristic will destroy the orthogonality among subcarriers. Thus, the intercarrier interference (ICI) will occur and the system performance will be degraded. An ICI mitigation method for high-speed mobile OFDM systems is proposed, which explores the special structure of the ICI channel matrix and applies the Newton's iterative matrix inversion method. With our formulation, fast Fourier transform (FFT) can be used to reduce the computational complexity. The object of canceling the ICI can be accomplished without the need of any extra circuit.

If the first C1 parameter is greater than the predetermined value, the method then determines if a second C2 parameter corresponding to a neighboring cell is greater than a sum of a first C2 parameter corresponding to the serving cell and a threshold value for a predetermined period. And if the second C2 parameter is greater than the sum of the first C2 parameter and the threshold for the predetermined time, cell reselection for the mobile subscriber is executed.

Paging of the mobile subscriber is monitored. When it is determined that a mobile subscriber is to receive a call, the communication-blocking device sends blocking RA in all time slots, making the mobile subscriber fail to get the call.
