A PUCCH from the plurality of LP PUCCHs or HP PUCCHS that overlaps with the earliest starting HP PUCCH is collected. Inter-L1 priority multiplexing is performed on the earliest starting HP PUCCH and the collected PUCCH, which may result in a new HP PUCCH. The new HP PUCCH is inserted into the Set Q. The modified procedure is repeated until there is no overlap among the HP PUCCHs and the LP PUCCHs.
