A third server receives the media server role and responsively transfers push-to-talk media and maintains a third time of day. A management system receives and processes data from the servers to verify that their time of day is synchronized and to verify that the servers are performing their assigned push-to-talk roles.

In the present invention, microballoons are mixed with a water based epoxy while in its liquid state. To absorb the water from the water based epoxy, cement is added to the mixture. The mixture of water based epoxy, microballoons and cement is then extruded or thrown onto the exterior surface of pipes.
