The optical layer can comprise a first portion and a second portion that are contiguous with one another at one major surface the optical layer. The portions may exhibit specific differences in average reflectance value, observed color, and/or angular color shift relative to each other. In some embodiments, a photopic average reflectance of the first portion may differ from an average reflectance of the second portion by about 5% or more. In other embodiments, a color of the first portion can have a color difference from a color of the second portion of about 4 or more in CIE color coordinate space.

In one or more embodiments, the material comprises an intrinsic maximum hardness of about 12 GPa or greater as measured on a major surface of the material having a thickness of about 400 by a Berkovich Indenter Hardness Test along an indentation depth of about 100 nm or greater, low compressive stress and low roughness (Ra). Articles and devices incorporating the material are also disclosed.

    Abstract: Disclosed herein is a power generating apparatus for extracting energy from flowing water. The apparatus comprises a buoyancy vessel, and a turbine assembly coupled to the buoyancy vessel which comprises a turbine rotor mounted to a nacelle, and a support structure. The turbine assembly is pivotally moveable between a first position and a second position. When the power generating apparatus is floating on a body of water, in the first position the nacelle is fully submerged below the water surface; and in the second position at least a part of the nacelle projects above the water surface. Movement of the turbine assembly from the first position to the second position is buoyancy assisted, for example by providing the turbine assembly with positive buoyancy or selectively increasing its buoyancy.

    Abstract: In a wireless communication network, base stations exchange user data for a communication service between User Equipment (UE) and wireless network gateways. The network gateways exchange the user data with Internet Protocol (IP) routers. One of the gateways receives a Border Control Protocol (BGP) message from one of the IP routers indicating a performance issue with an IP address. The network gateway associates the IP address with the communication service and transfers signaling indicating a service issue. A management computer receives the signaling and transfers signaling to the base stations to shed the one gateway for the communication service. The base stations then exchange the user data for the communication service between the UEs and the wireless network gateways except for the one gateway. These other gateways exchange the user data for the communication service with the IP routers except for the IP router having the issue.
