    Abstract: In a mobile communications system, when traffic conditions deteriorate, a priority scheme allows predetermined types of calls to be differently serviced, so that higher priority subscribers obtain the maximum possible bandwidth or other resources. Conversely, when traffic conditions improve, additional bandwidth may be allocated to existing subscribers or additional subscribers/types of service may be permitted to maximize bandwidth utilization.
