A sock is provided which can be slid over the fuel filter of the internal combustion engine. The sock is comprised of a thermally insulating material to inhibit thermal communication between the fuel filter and ambient air. A heating element is integrated into the sock and the heating element is in thermal communication with the sock thereby facilitating the heating element to heat the sock when the heating element is turned on.
