Each data set of the data sets includes an identifier and a target area associated with a broadcast. The apparatus receives a broadcast and an identifier associated with the broadcast in a second FLUTE session. The apparatus determines the target area associated with the received broadcast based on the identifier received with the received broadcast. The apparatus determines whether to keep the received broadcast based on whether a criterion associated with the target area is satisfied.
