    Abstract: A transdermal or transepithelial composition and a method for making a transdermal or transepithelial composition substantially free of water comprising a biologically active agent in the form of microfined particles, sized less than 2 microns down to less than 0.1 microns, which by massage pressure are mechanically entrained within the interstices of the stratum corneum. Particles less than 0.5 microns do not require a carrier for entrainment. Delivery into mucosal epithelia is obtained by particles less than one micron with delivery increasing with decreasing particle size.
