In some aspects, a user equipment (UE) may receive, while the UE is in an active session using a first radio access technology (RAT) associated with a first subscription of the UE, a call request via the first RAT, wherein the call request is associated with a second subscription of the UE. The UE may determine that the call request is received from a serving cell that is associated with fallback from the first RAT to a second RAT for calls. The UE may reject the call request or transition the second subscription to a third RAT based at least in part on the determination that the call request is received via the serving cell that is associated with fallback from the first RAT to the second RAT for calls. The UE may use a configurable parameter to determine a number of times that the UE may retry the emergency call in the first RAT network after expiration of the first time period without establishing the emergency call or after a failed attempt of the emergency call during the first time period. The UE may switch to a second RAT network if the UE fails in establishing the emergency call in the first RAT network after retrying the determined number of times.

    Abstract: An admissions control technique improves processing capacity utilization in a token-based admission control scheme by matching token allocation to actual processing requirements. In an exemplary application, the processing capacity of a processing entity is discretely represented by a plurality of tokens. Work is admitted to the processing entity through a plurality of processing event entry points. Each of these entry points is initially allocated a share of the tokens. During each one of a succession of admission cycles, events are admitted at each entry point until that entry point's share of the tokens is exhausted. At the end of each cycle, tokens are re-allocated to the entry points for use during the next admission cycle based on the actual usage of tokens during the current cycle. An entry point's token allocation may be increased for the next cycle by re-allocating leftover tokens from other, less busy entry points.
