The volume percentage concentration of the fluorescent material is about 50% to 80%, the volume percentage concentration of the binding material is 10% to 40%, and the volume percentage concentration of the solvent is 10% to 30%. The mixed solution is coated on the substrate. A heat treatment is performed on the mixed solution at a first temperature to form a wavelength conversion layer. The first temperature is higher than the boiling point of the solvent, and the wavelength conversion layer has a porosity of 10% to 30%.
