The modulating device further comprises a plurality of scan lines connecting to the driving circuit. A first scan line and a second scan line transmit a first scanning signal to switches of two rows among the switches. The first scan line and the second scan line which transmit the same first scanning signal are separated by a plurality of third scan lines, and 10 the plurality of third scan lines receive a plurality of scanning signals respectively different from the first scanning signal.
