The continuous waves are received from the continuous wave generators so as to measure RSSI of the continuous waves and GPS information. Ec/Io of a predetermined site is measured from the RSSI of the continuous waves and the GPS information. Accordingly, the measurement for positioning a base station is performed with regard to adjacent interference under actual circumstances so that a new base station can be positioned on a proper site.
