The working fluid flows through the tubing unit to circulate from the condenser to the heat-absorbing unit by gravity and from the heat-absorbing unit to the condenser by natural convection. The tubing unit forms a closed circulating loop with the heat-absorbing unit and the condenser.

The temperature regulating unit includes a fan and a honeycomb type water screen connected to the water storage unit. When the control unit effects a rise or drop in temperature of the side of the thermoelectric cooling unit so that water in the water storage unit becomes hot or cold, by distributing the hot or cold water across the water screen and by operating the fan to generate an air current, a supply of warm or cool air can be quickly obtained.

The sealing member is pierced with a needle by extending the needle through the sealing member and into the hollow body. Air is drawn out from within the hollow body through the needle and a heat transfer fluid is introduced into the hollow body through the needle. The sealing member provides a passage for the needle when the sealing member is pierced and contracts to seal the passage after the needle is removed from the sealing member.
