The two ratchet washers contact with each other either in a tight or a loose relation through control of the manipulating handle. The base member is screwed to an underside of a seat of the chair, and the slide member is slidable relative to the base member with an outer end connected to a lower end of one armrest. A long plate having a top handle is attached to one side of the slider and could be pulled upward and elastically return to an original position when being released. When the long plate is pulled upward, it drives the retaining block to disengage from the locating hole and allows the slider to freely move up and down.
