    Abstract: In some implementations, a network device associated with a non-terrestrial network (NTN) may establish a connection with a user equipment (UE). The network device may receive, from a server, a message. The network device may attempt to deliver the message to the UE, wherein an attempt to deliver the message is unsuccessful based on the connection being lost between the network device and the UE. The network device may transmit, to the server, an indication that the attempt to deliver the message to the UE is unsuccessful. The network device may reestablish the connection with the UE. The network device may receive, from the UE, a keep alive message. The network device may transmit, to the server, the keep alive message. The network device may receive, from the server, the message in response to the keep alive message. The network device may transmit, to the UE, the message.

    Abstract: A device, such as a User Equipment (“UE”), may maintain a set of criteria associated with back-off timer policies. The device may determine that an attempt to communicate with the network are unsuccessful, and may initiate a back-off timer based on determining that the attempt to communicate with the network are unsuccessful. The device may refrain from attempting to communicate with the network after initiating the back-off timer and prior to expiration of the back-off timer. The device may determine, after initiating the back-off timer and prior to expiration of the back-off timer, that criteria of the set of criteria associated with a back-off timer policy have been met, and may modify a duration of the back-off timer based on determining that the one or more criteria have been met. The device may accordingly attempt to communicate with the network after the back-off timer with the modified duration has elapsed.

The framework operates to handle information management system (IMS) connections and IMS registration failures over evolved Packet Data Gateways (ePDG). The framework provides a Wi-Fi backoff timer that can be implemented for particular Wi-Fi networks, which can correspond to a Wi-Fi access point (AP). Thus, a connected device (e.g., a user's smart phone) can toggle connectivity to and/or from a cellular network in accordance with encountered failures with an AP via the timer's implementation and network control of the device.
