The receiving circuitry can be configured to receive from a cell a Q number and one or more SSBs within DRS transmission windows associated with the cell. The processing circuitry can be configured to, for each of the DRS transmission windows, perform a modulo operation on position indexes of the SSB with the Q number to determine SSB beam indexes (SBIs) of the SSBs. A remainder of each of the position indexes is an SBI of one of the SSBs that corresponds to the position index. The processing circuitry can be further configured to combine RRM measurements of the SSBs within the DRS transmission windows based on the SBIs of the SSBs to determine the quality of the cell.

The one or more first available RLM-RS samples are received within a first evaluation period. The processing circuitry determines whether a total number of the one or more first available RLM-RS samples is less than a target number. When the total number of the one or more first available RLM-RS samples is determined to be less than the target number, the processing circuitry determines a second evaluation period that is greater than the first evaluation period, and performs an RLM procedure in an unlicensed band within the second evaluation period.

    Abstract: A method of physical random-access channel (PRACH) preamble retransmission for new radio (NR) is proposed. A power ramping counter is introduced in addition to a preamble transmission counter for a RACH procedure. A UE determines the preamble TX power based on the power ramping counter. The UE updates the power ramping counter based on each PRACH transmission condition, which comprises both a selected DL beam and a selected UL beam for preamble transmission. The power ramping counter is incremented by one if the transmission condition remains the same as a previous PRACH preamble transmission. On the other hand, the power ramping counter remains unchanged if the transmission condition is different from a previous PRACH preamble transmission.
