OAM unit performs centralized management of the energy saving priorities. The respective base station obtains energy saving priorities thereof and energy saving priorities of adjacent base stations, and determine whether it is a candidate energy saving base station or a candidate compensating base station according to a load condition thereof, and energy saving priority information, thereof and energy saving priority information of adjacent base stations. The candidate energy saving base station can communicate with the adjacent base stations to negotiate about entering an energy saving procedure.

    Abstract: The present application discloses a method and device for transmitting and receiving a power headroom report, wherein the method for transmitting a power headroom report comprises: forming, at a user equipment, a power headroom report specific to each carrier component; and transmitting the power headroom report to a base station. By implementing the method and device disclosed by the present application, a complete power headroom reporting mechanism can be provided to a LTE-A system having multiple new features. In addition, by receiving the power headroom report specific to each carrier component, the base station can further derive how many resource units need to be allocated to the user equipment, and a corresponding modulation and coding scheme so as to perform an effective resource scheduling and guarantee transmission quality of wireless links.

    Abstract: The invention provides a solution to discover a small cell in a heterogeneous communication network. A macro base station (10) judges whether a user equipment (20) has approached to a target region (S111, S112, S120) that includes one or more candidate small cells based upon stored location range information of all candidate small cells in a macro cell and estimated position information of the user equipment and judges (S130) whether to instruct the user equipment to perform a periodical measurement on the one or more candidate small cells to discover small cells, and if so, obtains density information (S141) that indicates a density of the candidate small cells in the target region, determines (S142) an interval for the periodical measurement of the user equipment based upon the obtained density information and transmits (S143, S210) a first signaling to the user equipment to instruct the user equipment to perform the periodical measurement at the determined interval.

    Abstract: In order to solve the technical problem that the discontinuous reception (DRX) decreases the accuracy and reliability of cell handover measurement, the invention proposes methods implementing a configuration of DRX and measurement in the UK and the EnodeB equipment. The method comprises, determining that a neighboring cell is discovered, the UE updates the DRX configuration, and the eNodeB equipment update the DRX configuration synchronously with the UE; the UE implements a measurement used for handover with respect to the neighboring cell based on the updated DRX configuration, and transmits a measurement report to the eNodeB equipment serving the UE, the eNodeB equipment receives the measurement report transmitted by the UE. The flexibility of measurement is improved. Preferably, the updated DRX configuration matches with the measurement opportunity, which can provide more accurate and reliable measurement results.

    Abstract: The invention provides solutions of discovering/identifying a small cell in a heterogenous communication network. In one solution, a macro base station determines whether a user equipment UE has approached to one or more small cells based upon location range information of respective small cells in a macro cell and estimated location information of an UE and if so, then the macro base station transmits a dedicated signaling to the UE, and the UE triggers a search based upon the dedicated signaling to search for the one or more small cells periodically. In another solution the UE determines whether the UE has approached to one or more small cells based upon received location range information, broadcast from a macro base station, of alert zones of respective small cells and estimated location information of the UE, and if so, then the UE triggers a search for the one or more small cells periodically.
