    Abstract: An object is to provide a video evaluation apparatus and video evaluation method capable of appropriately evaluating a video consisting of a plurality of frame images, using an objective standard. The object is achieved as follows. A reference characteristic, which is a predetermined spatio-temporal frequency characteristic about a video, is stored, and a video characteristic analyzer 101 calculates a spatio-temporal frequency characteristic of a target video consisting of a plurality of frame images. Then a video evaluation determiner 102 calculates an evaluated value of the target video, based on a relative relation between the calculated spatio-temporal frequency characteristic and the stored reference characteristic. This enables appropriate evaluation of the video.

Then, a bit length reduction converter converts the picture into a reproduction picture having a bit length L smaller than the bit length M, and this reproduction picture is stored in a frame memory as a reference picture.

    Abstract: A moving image encoding and decoding system may include a moving image encoding device and a moving image decoding device that provides motion vector prediction and encoding of a difference motion vector even when a block serving as a candidate of motion vector prediction does not have significant motion information. The moving image encoding device 100 includes a motion vector predictor 114 that may select a first region from already encoded regions stored in a frame memory 104. When, for example, the selected region does not have a reference frame number, the moving image encoding device can search for and select a second region having a determined level of correlation with a template region. The template region is composed of pixel signals already reproduced from a reference image specified with a reference frame number associated with a target region.
