The radio network controller may be configured to receive the RRC connection release indication from the user equipment and transmit the RRC connection release message in response to the RRC connection release indication.

The radio resource manager may be configured to manage radio resources associated with the user equipment by initiating transition between a first radio resource control (RRC) state and a second RRC state according to the setup transition conditions of the user equipment.
