    Abstract: A reel apparatus includes an axle having a generally hollow fluid inlet connection and a generally hollow fluid outlet connection. A generally hollow drum is coupled to the axle, the drum having a generally circular-shaped sidewall about an elongate axis and further having a pair of generally open, opposing ends, the drum comprising a tubular element. The fluid outlet connection of the axle extends through an opening in the sidewall of the drum, and the reel apparatus is rotatable upon the axle.
