The base stations are distributed so as to be distinguishable by the satellite cell according to a time-invariant distribution function, and the system includes a device for maintaining, permanently and in the same link direction, congruence of the coverage of each satellite cell with respect to coverage of the terrestrial cells associated with the base stations contained in the satellite cell, with coverage of a satellite cell being congruent with a predetermined terrestrial coverage set when the predetermined coverage set is included in the satellite coverage.
