    Abstract: An article has a can with a valve stem and a dispensing device, the dispensing device includes a cap over the valve stem, a hollow tube extending through a slot in the cap and attached to the valve stem, a sleeve slidably extending over the hollow tube, a lever hingedly attached to the cap and operatively engaging the sleeve, an elastic feature that provides a force or causes a force to be applied to the sleeve in a direction that tries to move the sleeve to a closed position, and a sealing gasket between the sleeve and hollow tube proximate to the exit end of the hollow tube; where the sleeve seals the hollow tube when in the closed position and displacing the lever towards the can simultaneously unseals the hollow tube and tilts the valve stem, and when released allows the sleeve to restore to a closed position.
