The priority value is based on factors such as whether the packet contains voice activity and the degree of acoustic similarity between this packet and adjacent packets in the sequence. A confidence level, associated with the priority value, may also be assigned. In one embodiment, network congestion is reduced by deliberately failing to transmit packets that are judged to be acoustically similar to adjacent packets; the expectation is that, under these circumstances, traditional packet loss concealment algorithms in the receiving device will construct an acceptably accurate replica of the missing packet.

Customers first contact the call center, and inquiries are parsed for location and subject matter. The inquiry is then allocated to a qualified respondent within the area of the location of interest. The respondent gathers information necessary to answer the inquiry and forwards the answer to the call center, preferably by use of the mobile networked communication device carried by the respondent. Respondents log in to the system indicating availability for servicing inquiries.

According to embodiments of the present invention, the content of a message is analyzed to determine whether delivery of that content to an address associated with the message is appropriate. This analysis may be performed in connection with Bayesian content analysis algorithms. The present invention may also analyze whether addresses associated with a message are appropriate for receiving that message by analyzing whether those addresses belong to the same or compatible groups. If a message is determined to be inappropriate for delivery to an associated address, delivery of that message is modified. Such modification may include delaying delivery until confirmation that delivery is to be completed is received from the user or some other authority.
