Abstract: This invention discloses a video encoding method for encoding P frames and B frames using I frames. The video encoding method includes: I frame encoding process, which generates encoded I frames and compressed I frames by intra encoding; and P and B frame encoding process, which generated encoded P frames and B frames using aforementioned compressed I frames.

Abstract: When a real-time MPEG video encoding is performed, null frames are used to compensate lost frames. Or, when a performance of the real-time MPEG video encoding is insufficient, the encoding is performed in accordance with a predetermined frame-type output sequence, in which the null frames are uniformly distributed in the predetermined frame-type output sequence. The null frames are encoded by transforming a null predictive frame with a pixel value of 0 into a discrete cosine transform coefficient through a discrete cosine transform algorithm. The discrete cosine transform coefficient is then transformed into a quantized discrete cosine transform coefficient by quantization. The quantized discrete cosine transform coefficient is then encoded with a null motion vector of (0,0) by variable length coding.

Abstract: Peptide sequences capable of binding to insulin and/or insulin-like growth factor receptors with either agonist or antagonist activity and identified from various peptide libraries are disclosed. This invention also identifies at least two different binding sites, which are present on insulin and insulin-like growth factor receptors, and which selectively bind the peptides of this invention. As agonists, the peptides of this invention may be useful for development as therapeutics to supplement or replace endogenous peptide hormones. The antagonist peptides may also be developed as therapeutics.

Abstract: A method for forming a tubular object of a composite material involves a first step in which a composite material layer is wound around an iron bar. The iron bar and the composite material layer are then fitted into a contractible plastic covering. The composite material layer is formed into a tubular object in a vacuum chamber into which a thermal medium is introduced. The tubular object is separated from the plastic covering by an air injection between the tubular object and the plastic covering. The iron bar is finally extracted from the tubular object.

Abstract: There is disclosed an adaptive accessing method and system for single level strongly consistent cache, capable of selecting a poll-each-read algorithm or a callback algorithm to maintain a consistency of caches between a server and at least one client. In the server, a first counter is used for measuring the number of cycles in an observed period, and a second counter is used for measuring the number of cycles that have updates in the cycles, so as to select a poll-each-read algorithm or a callback algorithm based on a ratio of the first counter and the second counter.

Abstract: Methods are disclosed for determining the activity and function of gene products based on their change to the phenotype of cells when contacted with a surrogate molecule identified through screening of a recombinant peptide library. By identifying peptides which bind gene products for which the function is not yet known, tools are provided for determining their function and obtaining drug candidates.

Abstract: A data processing system provides annotation of a document with annotations inputted through an electronic tablet, a keyboard and an audio assembly. The annotations are entered in a modeless operation of the three input streams. Input by the tablet utilizes a two ended pen. One end of the pen is used for writing annotations to be added to a document and the second end of the pen is used for erasing the added written annotations. Files record the annotations made to the document in a manner which allows a time sequenced playback of the annotations including handwritten, typed and voiced annotations. A state machine of various procedures and controllers which call the procedures is used for processing the annotations as they are made, for replaying the annotations at a subsequent desired time, and for printing the annotations.

Abstract: The present disclosure is related to a code variable combination lock which is equipped with a code setting and locking assembly made up of a number of dial wheels having consecutive digits disposed thereon and a number of corresponding wheel sleeves which all are mounted on a lock core with a biasing spring and a stop member disposed at the end thereof. A push bracket having a latch hook disposed at the front end thereof is slidably engaged with the rightmost wheel sleeve. On the inner and outer surfaces of each wheel sleeve are disposed protrusions, and the inner wall of each dial wheel is provided with a plurality of spaced grooves.
