The method starts by mapping the storage units of a matrix to adjacent sub-blocks of a video image. The related information of the partitions is stored in the corresponding storage units. The related information of the neighboring partitions is obtained according to the relative locations of the storage units and the mapping relationship between the storage units and the sub-blocks.
