    Abstract: This application relates to the field of communication technologies, and discloses a communication method and apparatus. The method includes: A network device determines energy saving information of a first cell, where the energy saving information indicates a compensation value corresponding to a first energy saving state, and when the first cell is in the first energy saving state, the compensation value is used to compensate a measurement value of an SSB associated with the compensation value; and sends the energy saving information to a terminal device. According to the method, the network device may perform an energy saving operation on the SSB (for example, reducing a transmit power of the SSB), and send the energy saving information of the first cell to the terminal device.

According to this application, the terminal may determine, by using a finer granularity, whether the first TA is invalid, and this helps trigger selection of more appropriate TA, thereby further reducing interference between uplink transmission.

A first network device configures a terminal to perform integrity protection on a part of data packets in a MAC PDU. After receiving a first data packet and a second data packet from the terminal, a second network device sends the first data packet, the second data packet, and first indication information to the first network device, to indicate that the two data packets belong to a same MAC PDU. When failing to perform integrity verification on the first data packet based on the first indication information fails, the first network device discards the foregoing two data packets. This reduces complexity of integrity protection.
