Abstract: A cosmetic composition in the form of a solid water-in-oil emulsion, including: an emulsifying mixture including at least one silicone emulsifier between 0.1% and 5% and at least one emulsifying silicone elastomer between 0.05% and 3%, at least one non-volatile oil between 30% and 50% and including at least one non-volatile silicone oil and optionally a second oil chosen from at least one non-volatile ester oil, a structuring agent for the oily phase including a wax and/or an oily gelling agent, 30% to 50% of water, 0% to 2% of a volatile silicone oil and/or of a volatile hydrocarbon-based oil, and, optionally, a film-forming agent; the percentages being percentages by weight of the total weight of the composition. Also, a cosmetic method for making up and/or for nontherapeutic care of the skin or the lips, including applying to the skin or the lips the cosmetic composition.
