An exemplary system of the present disclosure comprises a device, comprising a pump mechanism coupled to a receiving tube whereby a distal end of the receiving tube extends into a skirt, wherein when the skirt is attached to a neck of an bottle having liquid contents therein and wherein when the device rests within or upon a pump base, pressing the inverted bottle and the pump base toward one another causes a portion of the liquid contents to transfer from the inverted bottle and out of the pump base, and further comprises the bottle and the pump base.
