    Abstract: This document presents a system and method for the support and exchange of standard-based information between Electronic Health Record (EHR) and Health information Exchange (HIE) and other systems that exchange patient health information. Behavioral Health providers are expected to adopt standard-based information exchanges without the benefit of financial incentives provided by the Center for Medicare and Medicaid Services (CMS) to those providers who demonstrate Meaningful Use of EHR systems. These providers require a cost-effective approach to interoperability that relies on open-source and standard-based software tools to leverage the collective investments of federal, state, and private sector stakeholders.
