    Abstract: A system and method for assigning and distributing transaction records over a network. A rules engine is programmed to apply one or more rules to each agent record and identify each second party satisfying each rule. At least one of the rules is a first rule determining if a jurisdiction identified in each of the agent records matches the jurisdiction identified in the transaction record. The assignment engine is programmed to assign the transaction record to one of the second parties. The assigned second party is one of the agents identified by the rules engine.
