    Abstract: The present invention relates to a method of manufacturing predominately undissolved pyrophosphate and calcium peroxide compositions comprising the steps of: (a) preparing a mixture of a soluble fluoride ion source and one or more aqueous carrier materials; (b) adding tetrasodium pyrophosphate and calcium peroxide, all at once or in portions, under conditions wherein less than about 20% of the total pyrophosphate and calcium peroxide are dissolved in the mixture, and wherein any further remaining aqueous carrier materials not added to the mixtures during step (a) are added in whole or in part in step (b) or thereafter, either by themselves or with any remaining amount of the tetrasodium pyrophosphate or calcium peroxide under conditions such that less then about 20% of the total pyrophosphate and calcium peroxide are dissolved in the mixture; and (c) heating the mixture.
