The dispenser (10) also comprises a rotatable member (18), located in the container (12); and a handle (20) connected to the rotatable member (18). The dispenser (10) also comprises an actuator (22) at least partially located on the handle (20), wherein the actuator (22) is actuatable to rotate the rotatable member (18) in the container (12) for allowing powder (100) located in the powder storage volume 16 of the container to travel past the rotatable member (18) and out from the first opening (14). The powder storage volume (16) is preferably no more than 200 ml.
