The service may use an identifier of a source end device, destination address information associated with a destination end device, and configurable criteria as a basis to block delivery of application service layer data. The service may be configured to apply to end devices based on an addressing scheme of the service. The service may be configured on a network device that provides an application service. The service may block delivery without the use of class of service or subscriber provisioning.

A message for the UE may be received and buffered. Once the network determines that the UE has transitioned from the inactive state to the active state (e.g., as detected by a Mobility Management Entity (“MME”) or an Access and Mobility Management Function (“AMF”)), the buffered message may be provided to the UE using control plane signaling.
