An extendable arm assembly is attached to the wheel clamp assembly. A frame clamp assembly is attached to the extendable arm assembly and configured to grasp the frame. The frame clamp assembly pushes the extendable arm assembly causing the wheel clamp assembly to rotate the wheel both clockwise and counterclockwise.
