    Abstract: The present invention is provided with: a radio resource control layer processing unit (16) configured to configure the number of PDCCH candidates configured in a dedicated control resource set, based on RRC signaling; a receiver (10) configured to monitor the multiple PDCCH candidates in the dedicated control resource set; and a decoding unit configured to decode the PDCCH candidates. a first number of the PDCCH candidates are monitored in the dedicated control resource set in a time period in which a common control resource set is not configured, a second number of the PDCCH candidates are monitored in the dedicated control resource set in a time period in which the common control resource set is configured, and a third number of the PDCCH candidates are monitored in the common control resource set. The sum of the second number and the third number is equal to the first number.
