    Abstract: Techniques are described for handover decisions based on an absolute channel quality of a serving cell. For example, there is provided a method that involves generating a set of handover parameters based on a report of serving cell signal quality to avoid ping-ponging effects of an access terminal between a serving cell and another cell. A network entity receives a report regarding a serving cell signal quality from a reporting entity. A set of parameters is defined for a network event and sent to an access terminal, where the set of parameters is based at least in part on the received report. The set of parameters for the network event is sent to the access terminal.

    Abstract: Methods and apparatuses are provided for causing active hand-in of a device from a macrocell base station to a femto node, which can be an inter-frequency hand-in. The femto node can broadcast a beacon over an operating frequency of the macrocell base station, and the macrocell base station, and/or one or more network components, can identify the femto node based on one or more parameters reported by the device from receiving the beacon. The beacon can be transmitted at varying powers to ensure active hand-in triggering, mitigate interference and/or can be powered on and off for such purposes. In addition, a macrocell base station can regulate compressed mode periods during which a device can measure the femto node based on receiving information regarding device proximity to the femto node, or a device can generate proximity indication messages base on measuring the beacon signals, etc.

As such, hybrid management of handover in a self organizing network may be achieved.

The disclosure provides for management of an eNodeB for improving reliability of incoming handovers to a cell provided by the eNodeB. At least one handover failure event for an incoming handover to a cell provided by the target eNodeB is detected. The eNodeB or central entity determines that the cell is providing an undesired coverage area based on the at least one handover failure event. In response to determining that the cell is providing an undesired coverage area, the transmit power for the cell may be adjusted to alter the undesired coverage area. A performance measurement based on the at least one handover failure event may be used to evaluate the undesired coverage area. The incoming handover failure events may include incoming too-early handovers, incoming too-late handovers, incoming wrong cell handovers, and incomplete incoming handovers.

Neighboring base stations may provide information to one another, including using ANR, that may avoid or help to resolve cell identity confusion. For example, a NHN-ID may be defined to avoid or resolve cell identify confusion. A wireless device, such as a base station or a user equipment (UE), may determine whether neighboring cells are using a common cell identifier and may adjust operations accordingly. For example, a device may detect physical cell identity (PCI) confusion by determining whether two neighboring cells have the same PCI and different Evolved Universal Terrestrial Access Network (E-UTRAN) Cell Global Identifiers (ECGIs) or different Neutral Host Network Identifier (NHN-IDs). A live camera feed results, the live camera feed comprising a plurality of frames, each depicting the observed scene at a specific time. A median color value is evaluated over m non-consecutive frames captured from the live camera feed. The median color values are used to generate an output feed that is displayed at a reduced frame rate as compared to the live camera feed. The resulting displayed scene includes the same static objects which appeared in the observed scene, but does not include the kinetic objects.

    Abstract: Techniques for supporting location services for a home Node B (HNB) and its user equipments (UEs) are disclosed. In an aspect, location services may be supported for a UE by having an HNB inter-work between user plane and control plane location solutions. In one design, the HNB receives a request for a location service for the UE and communicates (i) with a location server via the user plane location solution and (ii) with the UE via the control plane location solution to support the location service for the UE. The HNB inter-works between the user plane and control plane location solutions. In another aspect, a location server may be used to support assisted GNSS (A-GNSS) for HNBs and UEs. In one design, an HNB exchanges PCAP messages with the location server via an HNB GW and exchanges RRC messages with a UE to support a location service for the UE.
