Importantly, the user can manipulate the open/close function for each hole/opening from inside the vest section. As a parka, the vest section includes a hood. The skirt section can be engaged with the vest section to establish a full body over-garment. And, alone, the skirt section can function as a small tent or shelter. When a panel is deployed from the bottom of the skirt section to cover the feet, and with the opening and holes of the vest section closed, the over-garment functions as a sleeping bag.
