A weight ratio of the cellulose derivative, and/or a salt thereof, to the carboxylic acid may be from 1.2:1 to 1.7:1. The nonwoven material may further have a water content of 7% or lower.

Using this additive it is possible to prepare an aqueous slow-setting bitumen emulsion-aggregate mix suitable for cold paving of roads, parking places, sidewalks, and the like.
