    Abstract: A system and method for monitoring accumulation of fluids in a containment tank is provided. The system may be operable to and method may function to prevent (i) fluids destined for an underground storage tank (“UST”) from entering into, diffusing into and/or contaminating the ground soil due to, for example, spillage or overflow of a fill pipe of the UST when filing or otherwise servicing the UST, and/or (ii) fluids present in the ground soil from entering into and/or contaminating fluids stored in the underground storage tank. The system may include a first containment chamber that defines a given volume; a second containment chamber that may be positioned substantially within the given volume; an accumulation zone defined by a volume between the first and second containment chambers; and a monitoring device for detecting accumulation of fluids in the accumulation zone.

    Abstract: A manhole cover is seated on a flange in a frame from which depends a skirt forming an access opening to a cavity. A cover lifting mechanism external the access opening includes an arm secured to the cover and a tubular cylinder fixed to the skirt, the cylinder including internal aligned journal bushings. A tubular shaft depends from the arm into the journal and axially displaces and rotates about the journal axis. The shaft has an axially extending central bore with a threaded portion. A threaded rod in the central bore rotates about the shaft axis and is captured to a bearing secured to the cylinder lower end. The rod upper end is squared to receive a socket wrench for manually turning the rod with a mechanical advantage which lifts the shaft, the arm and thus the cover out of its seat. Once lifted, the cover is readily rotated away from the access opening by rotating the shaft in the journal while the threads remain engaged.

    Abstract: A secondary containment tank and ground level manhole cover provide access to a fill pipe for a main underground storge tank and prevent overflow of excess volatile liquid such as gasoline into the ground. The containment tank includes an upper ring or rim secured on an in-ground vertical skirt supported in a concrete base. An inner container is secured to the vertical skirt and has an open end adjacent to the upper ring. The cover fits into and is supported on a horizontal flange or step of the upper ring over the opening of the inner container and includes a vertical ring extending downwardly from the underside of the cover into a space between the inner container and vertical skirt. The vertical ring on the cover extends below the level of the container opening and thus bypasses any surface water leakage through the upper ring around the cover into the space adjacent to the container and into the ground below.
