Each Ballot and correlated Receipt(s) share a unique Random Symbolic Identifier (RSID) and embedded Security Elements to prevent counterfeiting. For privacy, before voting, Voters-Proxies optionally exchange ballots within their Voting Region, validating ballots by submitting Ballot Validation RSID to Officials. Voter-Proxy completes ballot(s), adds Personal Security Identifier(s), receives ballot receipt, delivery receipt upon sending ballot to Officials via postal mail, Interactive Television, Internet, Telephone, Fax, Email, In-person. Received ballots are scanned and recorded; if timely and authentic, voter selections are extracted, tallied if properly marked, and published to Voters' private data area accessed via Receipt RSID and passcode.

Abstract: Officials send Eligible Voters encoded Voter Registration(s) and WHOLE Ballot(s) of this invention. Each WHOLE Ballot and Voter Registration has a MASTER part and at least one RECEIPT part that are correlated via a shared, unique group of symbols—a Random Symbolic Identifier (RSID)e. Each RSID is randomly generated and extremely difficult to guess, making it impossible to counterfeit any significant number of Ballots or Registrations. Anonymity is provided to Voters by optional private WHOLE Ballot exchanges among Registered Voters within their Voting Region. Completed MASTER Ballots are delivered by the Due Date to Officials by mail or electronically (using a security verification code) via Internet, Telephone, Fax, Email or interactive Television. Referring to RECEIPT Ballot(s), any Voter may use a telephone or electronic device(s) connected to the Internet to verify accurate processing of their MASTER Ballot. For validation, after voting, Officials publish all Ballot and Registration RSID's.

Abstract: Any business, individuals, groups of people, or government that is Officially facilitating the voting process use sources of computer data and other data to create lists of every eligible Voter. The List of Eligible Voters contains the name and physical mailing address for each Voter. The Official host then arranges for printing of mailing envelopes containing specially designed ballots to the Voters. Each MASTER Ballot has two parts—a PRIMARY Ballot and at least one RECEIPT Ballot. For each MASTER Ballot, both the PRIMARY Ballot and RECEIPT Ballot(s) share an identical, unique group of symbols as a correlating identifier. The identifier (RSID) is randomly generated to be unique and rare, so as to make any ballot difficult to counterfeit. To maintain privacy, before voting, Voters exchange ballots any number of times within a voting region. Ballot validation prior to exchange is performed in person, by telephone, fax or Internet.
