The carriage controls locking of the pawl while the impact member continually urges the pawl in a counterclockwise direction. Pressing the release button causes the carriage to separate from the pawl permitting the impact member to rotate the pawl to permit entry and exit of a LATCH loop into locking communication with the tooth of the pawl. When the button is released, the carriage maintains the pawl open until a LATCH loop is impacted into the back of the pawl to disengage it from the carriage to lock the pawl closed.
