The air nozzle and water nozzle are arranged that the water nozzle includes a vortex in the air stream from the air nozzle reducing the pressure. The low pressure facilitates drawing water from the water supply through the water nozzle. The water exiting the water nozzle has an average diameter of 60 microns or less, which facilitates complete evaporation and effectively produces a cool, dry air stream.
