    Abstract: A paper binder or holder for retaining loose leaf paper sheets, folders, technical bulletins, advertisements and the like in assembled and stacked relation. The device includes a bottom or base strip having a plurality of upstanding pegs integral therewith and which are arranged in spaced parallel relation and provided with peripheral serrations. The pegs extend through apertures in the edge of the paper sheets and also extend through apertures in a clamping bar or strip which engages the upper surface of the top paper sheet. Each aperture in the retaining strip has a tongue which engages the peg by engaging under the serrations to lock the clamping bar in clamped position against the top paper sheet. The entire device is constructed of plastic to enable the cost of manufacture to be retained at a minimum.
