A location is determined of the probability density function having a function gradient which corresponds to an angular amount of at least 75° with respect to a horizontal function axis of the probability density function, where the location is indicative of a tailback limit in the cell of the base station. A location of the tailback limit is then determined based on the determined location and the signal quality map.
