An outer edge of the first layer extends radially outwardly to overlie at least a portion of a radially expandable and collapsible structure defined by the tire shaping drum. The second layer is sized to overlie and establish sealing engagement with at least a portion of the first layer and a bead seat defined by the radially expandable and collapsible structure of the tire shaping drum.
