The apparatus includes first mounting plates and second mounting plates positioned opposite to each other. The first mounting plates and the second mounting plates connect via connecting plates. The first mounting plates connect to the transom and the second mounting plates connect to the outboard motor. The apparatus includes a first support plate connected to the transom. The first mounting plates include holes at the bottom. The holes receive a first rod that defines the bottom vertical position of the outboard motor in relation to the transom. The first support plate includes a spring member connected to a second rod at the second mounting plates. The apparatus includes an actuator drawn through the first mounting plates and the first support plate. The actuator engages the spring member to move the outboard motor vertically.
