Abstract: The present invention is a keeper device for securely and horizontally positioning a tie rod or snap tie within a receiving through hole of a panel wall. By positioning a plurality of tie rods in a horizontal (i.e. perpendicular) relationship to a first panel wall, a second panel wall with corresponding receiving though holes may be conveniently and readily positioned into its proper working relationship: construction of bracing forms for a concrete or cement form wall assembly.
